Official emergency notification systems in both Ukraine and Russia were compromised by cyberattacks on Sunday, resulting in widespread false alarms about radiation, chemical threats, and nuclear strikes being sent to citizens’ mobile phones.
The disruption began when Ukraine’s Air Alert mobile application sent unauthorized messages warning of immediate threats in the capital city of Kyiv. The unauthorized alerts falsely claimed that Kyiv was facing radiation hazards, imminent chemical attacks, and active street fighting, before sending individual all-clear notifications roughly an hour later.
Official Responses and Disruption in Ukraine
The Ukrainian Air Force quickly advised the public that the alert app had likely been subjected to hostile interference and confirmed that no actual radiation danger existed. Ukraine’s Central Intelligence Agency acknowledged a system failure, noting that automated loudspeaker systems in the Lviv region had incorrectly sounded radiation hazard alarms as a result of the glitch.
Regional leadership across Ukraine urged citizens to remain calm and warned users against interacting with potential phishing links embedded within the compromised application. The Ministry of Digital Transformation temporarily took the application offline for maintenance after confirming it appeared to be compromised, instructing residents to monitor standard smartphone emergency broadcasts, air sirens, and official government channels for safety updates.
Disruption Reported in Russia
Hours after the incident in Ukraine, Russia’s Emergency Situations Ministry announced that its own emergency response application had been hit by a massive cyberattack designed to disseminate false information to the public inside the country.
A Ukrainian partisan organization named Atesh claimed responsibility on social media for hacking the Russian application. The group published unverified images showing fake emergency notifications that instructed Russian citizens to stock up on supplies and take cover in basements due to alleged nuclear strikes. Russian state authorities did not provide further technical details regarding the breach.
The digital disruptions occurred shortly before the conclusion of a localized ceasefire in Ukraine’s Kherson region, which had been put in place earlier in the week to facilitate civilian evacuations.
