New standards across the industry, combined with advances in technology, are helping to make refurbished electronics an increasingly attractive and reliable choice for holiday gifts.

Electronic gadgets remain among the most popular gift choices, and in recent years shoppers have increasingly noticed large discounts on items such as smartphones, tablets and e-readers sold as “pre-owned.” Research I helped conduct shows that these refurbished products are now a much more realistic and trustworthy option, largely due to new regulations and policies that promote recycling and reuse instead of disposal.

Major retailers including Amazon, Walmart and Best Buy now operate dedicated sections for refurbished electronics. At the same time, manufacturers such as Apple and Dell, along with mobile carriers like AT&T and Verizon, sell used devices directly to consumers. These sales depend on a steady supply of second-hand products, which is made possible by a growing industry focused on collecting, repairing and redistributing returned, traded-in or discarded electronics.

These changes stem in part from significant innovation across the electronics sector, which supply chain researcher Suresh Muthulingam and I have connected to California’s Electronic Waste Recycling Act introduced in 2003.

    How recycling laws spurred innovation

Although the law was originally designed to reduce the amount of electronic waste ending up in landfills, our findings show it had a much broader impact. We examined patent filings from hundreds of electronics companies over a 17-year period, from 1996 to 2012, and discovered that the legislation encouraged not only environmentally focused innovation but also a wider increase in technological development.

Rather than making minor compliance adjustments, manufacturers fundamentally redesigned their products and production methods. Many began using recycled materials and creating devices that could be more easily taken apart and reused. For instance, Samsung’s Galaxy S25 smartphone, released in May 2025, incorporates eight different recycled materials, including aluminum, steel, plastics and rare metals such as neodymium.

Advances in recycling technology have also made it possible to recover these materials repeatedly. Apple’s Daisy robot, for example, can dismantle iPhones in seconds, extracting valuable metals like gold and copper, which are then reused in new devices instead of being mined.

    Benefits for consumers

Over the past 20 years, 25 U.S. states and Washington, D.C. have introduced laws requiring electronics recycling and refurbishment, a process that restores used devices to near-new working condition. Alongside these regulations, industry-wide standards ensure refurbished products are carefully tested for performance and appearance before being resold.

Our research also suggests that sustainability-driven innovation created momentum that spilled into other areas, including battery technology, data storage and semiconductor development. These improvements have resulted in electronics that last longer, are easier to repair and are more suitable for recycling.

For consumers, this means refurbished electronics now come with warranties, return options and reliability comparable to new products — often at prices up to 50% lower. As a result, pre-owned devices have become a practical and appealing alternative, especially during the holiday season.
