Global Debt Levels Hit Record High in 2025, IMF Warns of Growing Risks for 2026

Global debt climbed to record levels in 2025, with governments, corporations and households collectively shouldering more than 380% of world GDP, according to new data and warnings from the International Monetary Fund (IMF). The trend — financed by years of low interest rates, pandemic recovery spending and rising costs of living — is raising concerns that economies may be more vulnerable to shocks in 2026 and beyond.

    Government Debt Leads the Surge

Government borrowing expanded sharply in many major economies as nations increased spending on healthcare, social support and infrastructure in response to lingering pandemic impacts and inflation pressures. While some countries are now trying to rein in deficits, elevated debt ratios remain near historic highs in advanced economies, creating potential constraints for future fiscal policy.

Emerging markets also saw significant debt increases, with some facing rising borrowing costs. Analysts say this could heighten risks of financial stress if interest rates rise or global growth slows, making debt servicing more expensive.

Corporate and Household Leverage Also Grows

Corporate debt — including bonds and loans taken on to finance investment, share buybacks, and mergers — has also climbed, especially in sectors like technology and real estate. Meanwhile, household borrowing for mortgages, student loans and consumer credit has hit new peaks in several countries, driven in part by higher living costs.

Economists warn that while most households and firms are currently able to service their debts, rising interest rates and uneven wage growth could squeeze budgets and increase defaults if conditions deteriorate.

    IMF Highlights Risk Scenarios

In its recent briefing, the IMF noted that global debt has grown faster than global output for years — a dynamic that can amplify economic downturns. The fund outlined several potential risk scenarios for 2026, including:

    • A sudden tightening in global financial conditions, which could sharply raise borrowing costs.
    • A slowdown in major economies such as the United States and China, reducing revenue available to service debt.
    • A spike in global energy prices or geopolitical tensions that could disrupt markets.

The IMF emphasised the importance of credible fiscal frameworks and structural reforms to boost growth potential and manage ongoing liabilities.

    Markets React with Caution

Global bond markets have shown signs of caution, with yields on long-term sovereign debt climbing in anticipation of higher borrowing premiums. Equity markets have also experienced volatility amid mixed signals about corporate earnings and economic momentum.

Analysts say investors are increasingly balancing expectations of economic resilience with caution about debt sustainability and financial stability.

    Policy Responses and Future Outlook

To address debt vulnerabilities, many central banks are maintaining a careful stance on interest rates, citing ongoing risks of inflation and financial imbalances. Governments are also under pressure to pursue sustainable fiscal policies, including targeted spending reforms and strategies to foster long-term growth.

While high debt does not necessarily mean an imminent crisis, the IMF cautions that prolonged elevated leverage makes the global economy less resilient to shocks, particularly if growth slows and borrowing costs rise.
